increase resource memory on Windows XP or Vista

I think there are times when the computer's memory is still not used
up, but the Windows resource is running out. In particular, my XP
machine has 2GB... sometimes IE or Firefox seem to choke on drawing
something on the canvas while there is actually free memory unused by
the system.

So is there a way to make the Windows resource pool size bigger?
Also, for Windows Vista, is there such a need to increase it... I have
4GB of memory there and hope to increase the size there too. Thanks

I know of three causes for the vast majority of such problems:
1. You might have incompatible add-ons:
Go to Start | All Programs | Accessories | System Tools
and click Internet Explorer (No Add-ons).

2. Tools | Internet Options | Advanced
Scroll to the bottom and click Reset Internet Explorer Settings. Read this

Note that the Reset IE Settings button will delete AutoComplete data (such
as passwords.) Do you have those backed up?

So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus,
whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

Assuming there is no malware... and it is just resource running out
being used up by all the apps, is there a way to allocate more memory
for the window resource at boot up time? I remember either XP or 98
having a setting for either using the PC as a server or as a
workstation, so that looks like as a workstation it will allocate more
memory for window resource. (such as GDI etc)
