IISInfoCtrs - IIS Performance Libraries

Good day,

I have a few IIS servers that we are trying to collect perfmon data from. The problem is that everytime IIS gets restarted or the sever is rebooted we get the following error:

Source: IISInfoCtrs
EventID: 1003
Description:
Unable to query the IIS Info service performance data. The error code returned by the service is data DWORD 0. ...

We have followed the technet article 267831 to reload the IIS performance libraries, but it continues to happen. I'm looking for direction on how to prevent this error from continuing to happen.
