IE7 - ctrl clicking links

As I understand it, IE7 is supposed to open a link into a new tab if you
<CTRL> click it. When I do that, though, what happens instead is that a new
IE window opens up full screen and the link launches into that.

(I had a similar issue in IE6. Not sure what <CTRL> click was supposed to
do then but in my case I also got a new full screen browser window opening.)

Any ideas on why this is happening and how I can revert to having <CTRL>
clicked links opening into a new tab within the same browser window?
