IE6Maintenance

I know that the Repair command for IE6 is
rundll32 setupwbv.dll,IE6Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"

But, I am missing setupwbv.dll. Where does this file come from?

But I was wondering about the file in general. I support users on various systems
The file is not on my Windows XP machine.

I have only seen setupwbv.dll on XP with IE6sp1 as a separate install
(i.e. before it is subsumed by XPsp1). I have suggested to others that
they might get the same effect from KB318378 but haven't tried that
myself nor had any feedback about the idea.

It is actually a more comprehensive set of re-registrations than an
IE Repair with the default FixIE.inf would do for either NT5.
