Try the following information as it may apply to your OS or problem and see

You should log on using a different administrator account to the one
affected
by the problem. Your 'unable to download cookies' error points to a
corruption with the cookie folder preventing an uncorrupted export.
If one folder is corrupt the chances are the other is or
will be. So export your cookies, and nuke both folders.

Try setting *all* options in Security and Privacy to 'Default'
and.
Try disabling any firewall until cookies are working correctly. Make
certain your time, date, and time *zone* settings are all correct.
Select a Privacy setting other than "Accept all" or "Block all" should allow
you to use the Edit button on selectd sites to accept or block cookies.
Also, If you have AdAware ro SpyBot installed, and you have your Privacy
setting at Low,
when AdAwrae or SpyBot flags a tracking cookie you can add the site to the
Blocked list as well.
