IE won't get Webmail, OE Working fine

I'm working on a strange problem and only have it half solved...

OS is Windows XP Home with all of the McAfee bells and whistles
(standard DELL build). The initial problem was that they could not
get e-mail at all (using Outlook Express or IE). All other websites
work fine, including secure sites.

OE was an easy fix... It had somehow been BLOCKED by McAfee personal
firewall. However the webmail access still is not working. They
enter their username and password and the progress bar moves, though
very VERY slowly. It never times out, just doesn't go anywhere. I
was able to get in once, but then when I tried to go to the mailbox,
same thing. I was not able to get in again, and I tried for over 2
hours!! Here are some of the things I have done to troubleshoot...(I
rebooted after any changes, and if it didn't work I undid my change
before trying something else.)

- I deleted all temporary internet files, offline files, and set IE to
check for newer version on 'every visit to the page'. Also reset
security level and Advanced tab in IE to default settings.
- I contacted the ISP and got the IP of the mail server and added it
to the ALLOW list in McAfee.
- I disabled McAfee SpamKiller.
- I disabled McAfee Personal Firewall.
- I disabled McAfee SpamKiller AND Personal Firewall.

A few other things to note about this issue...
- All the Windows and McAfee updates are current.
- They can use the webmail account from another PC.
- The ISP has been contacted several times with no helpful input.
- When I pinged the mail server by name it was successful, but I
noticed that it modified the name of the server that I entered (i.e.
changed "webmail" to just "mail").
- When I pinged the mail server by the IP they gave me it was
successful.
- Whether using OE or IE, they are trying to access the same mail
account.

Thanks for any help you can provide. I am stumped on this one!
