IE won't download .exe files

I really need help! I've tried everything I can think of.
My IE works fine except that my Flash player mysteriously
stopped working. When I tried to update it, or download
it, or even download the uninstall .exe file, my IE will
not "find" the macromedia.download.com site. In other
words, I get to the download button, and another window
opens showing download progress (as an aside, in this
window, with the graphic of files moving to the new
folder, there's a red asterisk for every file that
moves), but, more importantly, a second window pops up
saying that IE cannot download X from
macromedia.download.com because the site is unavailable
or cannot be found. Well, I get this exact message every
time I've tried, and I get it when I've tried to download
an update to IE and I even tried downloading Netscape to
circumvent it.

Here is what I've tried:
updating Flash Player (unsuccessful)
updating IE (unsuccessful)
downloading Flash Player uninstall program (unsuccessful)
updated Windows XP Home Edition from CD (successful)
upgraded to Windows XP Pro Edition from CD (successful)
updated my McAfee firewall (successful)

There is still no change in the download problem outlined
above. I am on a network, and my network administrator
has made no changes and can download exe files on all his
machines.

I really need to know: what do I try next? My thought was
to get IE update on CD mailed to me (ugh!). Who can I
contact for help? My computer did not come with help desk
support.

Please help me!! I really don't know what else to try,
and I'm feeling really frustrated!!

You can use a simple batch file to rename the HOSTS file "on-the-fly".
