IE won't display JPEGs and GIFs

I have a user who is having some problems with his IE 6.
IE won't display JPEGs, GIFs or Ads on some web pages but
on some it will. He is not running any pop up blockers
or Norton security products, he is running Norton Anti
Virus 2004. IE was working after I installed Norton Anti
Virus about a month and a half ago. I have checked the
settings and Java, Active X, and display pictures are
turned on. I did the registry edit and reinstalled IE
6. He is running Win XP Pro SP1 and all the patchtes
have been applied to both Windows and IE. I am at a loss
to what could be causing this and any help would be
greatly appreciated. Thanks

NAV has some options to block things. Not sure about popups, but turn off
its script blocking.
