IE unable to launch when click on link

Dear all,

I have 2 issues with my IE:

1) I am unable to launch (pop up) the IE when click on the
the link on an existing IE page. However if the link is
open on the same page, it is working fine.

2) When I scroll up/down in my IE, the page does not
provide a smooth transition from top to bottom of page(vice
versa) but the page move in frames.

Can someone please help me as I am trying so hard to
resolve the 1st issue(and it is affecting my work)?

I have try to install IE SP1 but to no avail.

Hi

Below is the error message when I click on one of the link:

"The callee (server [not server application]) is not
available and dissapear; all connections are invalid. The
call did not execute"

While other links when click are unable to launch (pop up)
the IE when click on the link on an existing IE page.
