IE toolbars won't stay put

I am having an annoying problem with IE6 toolbars. I unlock the toolbars, re-position them in two rows
where I want them, remove the icons I don't want, and then re-lock the toolbars. All is fine until I shut down & reboot the computer, then the toolbars are back to their default position taking up 3 rows and all the icons are back.
This only started happening a few months ago, and I have posted this question numerous times but gotten no feedback.
Can anyone help?
(I have run Ad-Aware, Spysweeper, Spybot & CW-Shredder.)
