Locking IE6 Toolbars

Please help me here....Everytime I restart my computer the toolbars in IE6
move back to the default three-bar setup. I don't want this. I drag the toolbars
to where I WANT THEM, but they won't stay, even though I check
the "lock toolbars" in the view-toolbars-lock toolbars" dialogue box.
