IE takes up to 15 seconds to load a web page

Greeting all,

I work for a school district and we're beginng to see a
common problem with IE 6. IE takes close to 15 seconds
to load a web page... during this time, the IE screen is
frozen, you can't click any links or buttons. The status
bar at the bottom of the IE windows will quickly go to
the bar showing the page should be completely loaded, and
this is at which point the page freezes. After about 15
seconds, it will release and you can then click on the
next link or scroll or whatever, but as soon as you do
click that link requesting another page, the problem
repeats itself.

I have removed all of the spyware and search bars,
cleaned the registery and file system of these things
hope this is the problem, but nothing works. Attempted
to removed IE and re-install to no avail. I've even
registered the .dll's. I've tried a fix in the registry
that is supposed to help speed up internet explorer and
windows explorer browsing which didn't work either.

I welcome any and all thoughts and opinions.

Download "Hijack This!" [freeware] or download direct (below):
http://www.merijn.org/files/hijackthis.zip

Unzip, double-click "HijackThis.exe" and Press "Scan".

When the scan is finished, the "Scan" button will change into a "Save Log"
button.
Click: "Save Log" (generates: "hijackthis.log")

Next, go to the below location:
http://www.spywareinfo.com/forums/

Sign in, go to the "Spyware and Hijackware Removal" section.
Press "New Topic", copy and paste hijackthis.log into your new message.

Just wanted to add a little info to this... the OS is XP,
IE 6 w/all updates, all updates to XP and this problem is
not profile specific... it happens to all users.
