we have clients with IE 6 SP2 & server is windows 2000 Advanced server.

we dont ahve any thirty party tools or IAS to secure/monitor the users
internet usage. is there a way in IE by which i can allow users to visit only
https sites and prevent them from visitng all non https sites.

adding /removing sites list is not possible as there are millions of sites

Do you control the clients? Or are you asking a question about
managing your server? For the latter you are in the wrong newsgroup.

Otherwise notice that XPsp2 has a builtin firewall.
You could experiment with blocking port 80 with it.
And then allowing only port 443
