DNS page cannot be displayed

I am running Windows 2000 Server, and I am receiving an
error when connecting to any https sites. I have tried
deleting the profile as suggested by queue: 303807. I
have reinstalled IE, I have applied the pathches, I am
running 128-bit security. I think there is something
corrupt elsewhere. I found a queue article regarding
removing the winsock2, queue 308780, but I am hesitiant in
doing this. Any ideas? Thanks!

running IE 6 on Win2k server
encryption set at 128(strong)
ssl 2 and 3 are enabled
secure site is allowed in trusted sites
