IE not responding

I have a 1 year old Dell computer that came loaded with Windows XP and
Internet Explorer 6.0 with Service Pack 2. I usually use Netscape for my
browser, but any updates, etc. that I need from Microsoft or McAfee requires
IE. I haven't had any problems until about 2 months ago. When I try to open
IE, I can open the window, but cannot open any web pages. When I try to do
anything (including closing IE) I get an error message that the program is
not responding. I can't uninstall or delete IE, because I get a message that
another program is using IE (even though I close every other program on the
computer) and I can't download a new version, because I get an error message
that "my computer already has a newer version of IE detected"

So basically, I can't use or replace or get rid of IE on my computer. Any
ideas?!!
