Help! I can't download IE fix, or a new version, or anything!!!!!

I have IE on my computer, but cannot use it because I get an error message
anytime it opens (I get several IE popups while using Netscape Navigator 7.1,
but always with an error message that it is closing).

This is sooooo frustrating. I have tried everything (I think) to remedy
this, but to no avail. I've tried to download IE fix, but when I click on
the download link, nothing happens. Same thing with trying to download an
updated version of IE.

Can anyone help me.......PLEASE!!!!!!!!
