IE Hangs for 20 seconds after loading

When surfinf, the page loads up, the green bar goes to
full, and then the pages hangs for 20 seconds. Cant do
anything, then it clears and the page is fine, however as
soon as another page is activated it does it again. So
in short, there is a 20 second delay in every page opened
up in IE, but in Outlook no problems....

Tried repairing it, restore and new install of explorer
No luck
What is going on,?its driving me crazy

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.

Did you update Ad-Aware and SpyBot S & D before scanning with them?
Did you run CWShredder?
What was the response when you posted your HijackThis log?
