IE fails to open but starts in task manager

IE very often fails to open when I click on the icon on the desktop (or
in startup, or in programs). When this happens a hourglass appears and
disappears but nothing happens other than having IEXPLORE.EXE appear in
the task manager window. This can happen upwards of 8 or 9 times and
sometimes even that many tries, using differing routes, doesn't work.
Sometimes, time is the only thing to get it to respond. When it fails
repeatedly, the IEXPLORE.EXEs build up in the task manager and if I
don't remember to "end processes" on each one in the task manager, they
just use up memory and prevent me from turning off my computer later.
When I go to turn of my computer, I get error prompts saying
IEXPLORE.EXE failed to close and I have to manually end each one before
the computer shuts down. I am at a loss. What do I do?
I ran spybot s&d, I ran adaware, I ran mcafee. Nothing fixes the
problem.

If you can backup your favorites list then try the following:

Goto Start-->Run and type "RUNDLL32 setupapi,InstallHinfSection
DefaultInstall 132 %windir%infie.inf" (without the quotes) then press
enter.

Be nice if you told the OP what this does. Which is nothing because there
is a typo. ;-)

This is incorrect.

RUNDLL32 setupapi,InstallHinfSection DefaultInstall 132 %windir%infie.inf

%windir%infie.inf should read %windir%\Inf\ie.inf

ie.inf is the Internet Explorer setup file and it is located in %windir%\Inf

The whole line should read...

RUNDLL32 setupapi,InstallHinfSection DefaultInstall 132 %windir%\Inf\ie.inf

This actually reinstalls Internet Explorer.

I would save this for a last ditch attempt and try removing all malware,
viruses, etc. first.

I tried to run that file, however, I get a prompt saying "The file
'IEXPLORE.EXE' on Windows XP Home Edition Service Pack 2 CD is need.
Type the path where the file is located, and then click OK."
I don't know where the service pack download is located. How do I
find this file? Can you help me?
