IE Crashing with i CLick a link

System:
Windows XP SP1a
IE SP1 Up-to-date

Basicly, when i click a link which is suppose to either
initiate Window.Open or something similar (basicly
anything that opens a new window) IE Instantly Hangs and
wont respond for several seconds until finally windows
displays the end task dialog box.

Any ideas?

I have tried the solouton stated in KB281679 to no avail,
and ive completely updated everything i can in Windows and
IE
