IE browser wont start

Hi my browers wont start froma link, and i cant get links
to work in windows. I have anti virus software taht wont
allow me to use anything but IE to install updates. is
there some way to totally uninstall IE 6 from my computer
then reinstall?

I downloaded the last pacth from microsft. however when i
try to install it it wont allow me to do it because it says
i have a newer version installed on my machine and it is
preventing me from installing it.

anyhelp would be appreciated.
