IE 6 will not display any "https" sites

The situation:
1. I have a home network setup through a Proxy Server and
I am using WinProxy.
2. Before I installed SP2 I could access the secured
sites.
3. All PCs on the network have WinXP and SP2 installed.
All the latest and greatest updates have been installed
as well.
4. I am connecting to the internet via Satellite
broadband.
5. My Proxy host PC can access these secured sites.
6. I have looked through this newsgroup for similar
issues and have tried:
First clear the cache (Temporary Internet Files) and
History from IE> Tools>
Internet Options> General> Delete files (and delete
offline content.) It's
often recommended that the TIF folder be kept at about 50
MB (Settings.)

Go to your Cookies folder and delete any cookies from
those sites.

If clearing the cache and History didn't work, delete the
TIF and History

There are many other possible solutions at
http://www.mvps.org/inetexplorer/answers.htm#dns


I suspect that the SP2 update is blocking access to these
sites, but I am unable to find where this setting is
located.

One thing to note, I can monitor the Proxy host PC to see
when the client PCs are accessing the internet.
Everything is displaying (for instance going to
yahoo.com) but when the "https" is in the URL nothing
happens.

Could this be a firewall issue with SP2?? Other than the
WinProxy, this is the only firewall that is installed.

Feeling lucky? Try this... Start> Run
iexplore.exe /rereg
[Enter]
This will reregister all IE DLLs. (OK... it's a long shot.)

Or, you could uninstall SP2 from one machine to see if the problem goes
away.

Are you running an anti-virus or other security program that might need an
update to work with SP2?

There are many other possibilities to work through at
