IE-6 The page cannot be displayed

Most of the time when I go to a web site, the response is very slow. Many
times the system times out with an error msg "The page can not be
displayed". If I then clik refresh, the
site quickly appears. I have checked my DSL speed and it is 1195 kbps.
This is a recent developement
