IE 6 in XP Pro cant view Flash Content

I have install a Traditional Chinese XP Pro with all latest security
patches, direct X ....etc

Now enconter a problem of cant viewing flash website content

According to Macromedia Website suggestion
1)There are two solutions to this problem (Add or Remove program -->select
IE 6 Repair option but CANT Find :
I download the IE 6 service pack1a executible file but get the reply of
the IE no need to update cos it is the latest one )

2)Uninstall and reinstall the latest Flash player for IE

I have tried solution two many times and also try to run regsrv32
c:\windows\system32\macromed\flash.ocx to register the services
The system prompt for OK but still cant view any flash content website


Please help

Is your browser set to disable ActiveX controls? If so, you won't see
Flash, PDFs or anything else that requires an ActiveX.

I have already the option of enable and downloaded active X control even it
is not safe to download and execute in IE option
