A few things to try:
Clear the cache. IE> Tools> Internet Options> General> Delete files (and
delete offline content.) It's often recommended that the TIF folder be kept
at about 50 MB (Settings.)
Try... From Control Panel> Internet Options> Advanced> uncheck "Enable third
party browser extensions." If that allows a second window to open, another
program (possibly an adware, spyware, parasite program) is causing the
problem.
Run CWShredder and Ad-awareSE and Spybot S&D. Check for updates after
installing, before using, Ad-aware and Spybot. See:

You might try Internet Options> Security> Internet Zone> (reset to) Default
Level.
A legitimate program running in the background may be causing this. Disable
(for diagnostic purposes) programs such as pop-up blockers, security,
anti-virus, etc. You may have to reinstall, or not reinstall, a program.
