I/O installation error

I've done everything possible to find whats causing this error...searched on google, had service techs tell me nothing is wrong, 'just reformat, install drivers'....I've re-formatted and re-installed Windows 10 times(XP home/pro, 98, currently using ME), no problems with anything, but when I try to install Return to Castle Wolfenstein: Enemy Territory(free MP DL), I get the same error every time...'An I/O error occurred while installing a file. This is normally caused by bad installation media or a corrupt installation file'...and always at 86%

All my drivers are updated. No errors/conflicts in dxdiag or device manager. File isn't corrupted. Hard drive is clean. No viruses/adware/spyware.

I tried to instal another game using the cd, and got another I/O error

If someone can solve this, I will be truly impressed/thankful.

IF you really want to install that game then i can suggest
a few things, though im not sure if they will work, because
i have never presonally gotten an i/o error during an
install.. but...

1) you might have too many things running in the background
that is causing a memory error. Try shuting down background
services and processes then re-install the app. Since there
is a very long list and I do not know what services you
implicitly require to run you home or office network, just
hit:
CTL+ALT+DEL > select the process tab > R-Click random
process and choose end task. ( no this isn't the best
solution but it could be a quick fix. As I said, I am not
familiar with your PC, but if you do run into a critical
process, then It wont let you shut it down.)

Reinstall and REBOOT!!

If that doesnt work ... and you really really want to
install that program than do this. Chances are that this
will work.

Go Download a utility that will allow you to make an .ISO
of your disk. Winzip generally won't let you do this but
another compression or archiving utility should. Then
Download a "Virtual Device Emulator". (Daemon Tools for
example is a free one)that will let you mount an .ISO on a
simulated a CD-ROM Drive. Then install the disk. This is a
very effective way to combat your i/o issue.

Last but definately not least. Check for a update for your
CD-ROM. I personally think there is a scratch on the "Top"
of your CD. A black magic marker might make the cd readable
again
