I lost a toolbar command

I can't access the newsreader. I click toolbar options. Point to Add or
Remove buttons. Click on customize. Click the Commands tab. Click GO in the
catagories list. I'm supposed to find a NEWS item in the Command list but
it's not there. How can I get the News item back into the commands list.
