Can't open newsreader in Outlook 2003

I'm using Outlook 2003 and want to use the newsreader. I followed the
following procedure to install it:

Add the News command to the Go menu.
How?

On the Standard toolbar (toolbar: A bar with buttons and options that you
use to carry out commands. To display a toolbar, press ALT and then
SHIFT+F10.), click the Toolbar Options arrow .
Point to Add or Remove Buttons, and then click Customize.
Click the Commands tab.
In the Categories list, click Go.
In the Commands list, click News, and drag it, without releasing the mouse,
until it rests over the Go menu. When the menu displays a list of commands,
point to where you want the command to appear, and then release the mouse.
Click the Go menu, and then click News.

After doing this I was able to access the newsreader. However, the next time
I opened Outlook and tried to access the newsreader, the 'news' link on the
'go' menu wasn't there anymore.

I tried repeating the procedure above, but this time the 'news' link wasn't
in the commands list either. I checked all the other lists and commands
looking for it - but it was nowhere to be found.

I then tried using 'Detect and Repair'. That didn't fix it.

I then tried 'System Restore'. That didn't fix it.

Finally I tried going to the 'add or remove programs' list and selected
'modify' Office 2003. I verified my settings and had it reinstall from it's
cached installer files. That didn't fix it.

So now I'm all out of ideas. Does anyone out there know what the problem is
and how to fix it? Or at least how to link to the newsreader .exe directly so
I can use it without having to open Outlook first?

Please help!

Posted here countless times.
To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, clear the "Always perform this check..." box and then click the No
button.
