running. To fix this problem. start the service named "Help and Support".

Asking to *use* a service is NOT the same as *starting* that service.
You can't refill your gas tank at a gas station that doesn't exist. Did
you even check if the service was running as the error prompt told you
to do?

Try this:
Click Start/Run
type "cmd" (no quotes), click OK
this will open a command prompt.
Now type "net stop helpsvc" (no quotes), press ENTER.
are there any messages that you get?
