I can't send out e-mail but have no problem with receiving....

Here is the error message: The message could not be sent. The
authentication setting might not be correct for your outgoing e-mail [SMTP]
server. For help solving this problem, go to Help, search for "Troubleshoot
Windows Mail", and read the "I'm having problems sending e-mail" section. If
you need help determining the proper server settings, please contact your
e-mail service provider.

You're missing the most important part of the error message.
What you have quoted is a bunch of fluff that says nothing about the
specific problem. The actual error message should look something
like this:
"The connection to the server has failed. Subject 'test', Account:
'pop.east.cox.net', Server: 'smtp.east.cox.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E"

Please copy that error message and post it here.
