I can't send a e-mail

550 Relay error means you are logging on one one ISP and trying to send via
another's ISP is not allowed.
They're blocking it to stop spam.

Put the ISP's SMTP server name that you're logged into, instead of the one
of the account you are sending.

I understand Charter is your home ISP, but when you sent those
unsuccessful messages were you in fact at home
and connected to the Internet through Charter cable?
The reason I ask, from the error message it sure looks like
smtp.charter.net is objecting to your connection from what is
a 'foreign' network to them, perhaps from an internet cafe.

Thank you! I tried what you say in your kind note! What I did was what the
IT at my university told me to do: "type the university's POP for incoming
and your ISP SMTP for your outgoing." I am connecting to the University
through VPN while my ISP is Charter. She said that should work. I asked her
for the university's SMTP port number and she replied "What I just told you
should work."
This is what I did and it still does not work.

Changed in and outgoing to my university's. It did not work. Got the exact
same message.

Deleted my university connection (VPN) and use only my ISP for both in and
outgoing. It did not work.

Change both in and outgoing from that of my university to that of my ISP. It
did not work. I am getting the exact same message for the outgoing.

No, I am not at a Cafe. I am connected to Charter.net through a cable modem
at home.

I'm stumped. You've tried everything that I would have suggested.
What complicates the situation is that Charter only allows a
port 25 SMTP connection. As far as I can tell, they don't even
have authenticated SMTP, really an antiquated setup.

As a last ditch effort, you might try getting a free POP account
with Gmail, and use that for sending chores.

Ok, let me get this straight.

You're connecting to the Internet via Charter.

You're using a VPN cnection to the University. One NIC or two? IPs are set
to the be set on the University network. (example: Uni is on 192.6.x.x,
you're at home on 192.0.x.x and your VPN connection is set for 192.6.x.x and
the workgroup or domain is the same as the Uni. Are you using a a Remote
Desktop Connect over this VPN to another computer or just connecting to the
uni via the VPN?

Where does "directdishsatellitetv.net" fit into this?

Home: Charter connection.
POP3 server : any pop3 server you want as long as you have the username and
password correct.
SMTP: Charter, reguardless of what POP3 account you used.
The above should be working reguardless but it sounds like the VPN
connection is messing with it. (Seen that happen a few times).

In XP, you used to be able to set which network connection is top on the
list to use if you have more than one NIC.

For the VPN (which I'm wondering why you want to use it to send mail, isn't
that really just needed to send and receive data to the school?)
POP3 is whatever you need there, same as above.
SMTP: try the IP address of the VPN connection so it knows how to route
the connection. By default, it wants to connect to your ISP or home network
(router).

The outgoing Port Number is 465.

You were right on all counts! The POP3 does not need VPN and that was the
problem with the university account! my gratitude! You asked me, "Where does
"directdishsatellitetv.net" fit into this?" The email was addressed to them.
I was asking about information on their services.

I gave up on configuring the Charter email account.

That error typically happens when you have "Logon using Secure
Password Authentication" enabled. Uncheck that option.

You were exactly right! Gmail is working now! In the case of the university,
I spoke too fast. I now get this message:

"The connection to the server has failed. Subject 'Re: grade question',
Account: 'UWEC', Server: 'smtp.uwec.edu', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E"

I have no problem with the incoming emails.

The basic rule to remember with port 25 SMTP use is that when
sending, your internet connection at that moment must be obtained
from the same network as the SMTP server. So, when sending
through smtp.uwec.edu, you can't be connected to your home ISP,
you must be using uwec.edu for connectivity.

One solution to this problem is to always use Gmail's server
when sending because their port number is not 25.
Gmail will allow you to use any 'From' address as long as you first
register it with them.

The incoming server and outgoing server don't have to be a
matched pair.
