HP200C - New cartridge reports as low

I have been asked by a user of an HP 2000C about this problem. A new ink
cartridge is installed (happens to be cyan), but the printer keeps reporting
it in as low, almost empty. The test page prints out fine, including cyan.

What would be the process to follow to discover the actual problem?

There are two potential issues.

1) the bongo pump may have died for cyan. Pull out all four carts and with your
finger, push down the white plastic post in each cartridge position. You should
be able to push each down about a half inch, and it should 'push back' with a
fairly strong spring pressure. If one or more doesn't, then the spring support
for that position has broken, and either the post must be fixed and the sprint
re-mounted [bailing wire and super glue works pretty well], or the whole pump
replaced [about a $45 part from HP].

2) if the printer ever thought the cartridge was low, it will write that data
back to the chip in the cart. The usual cause of this is a broken pump [#1
above]. Once the chip is written as low-level ink, the printer will keep
reporting that cart as low, even if you repair the pump or put the cart in
another printer. However, the printer will continue to print [assuming a good
pump] till the cart really is empty [at which time the pump itself will detect a
true 'empty' cart and refuse to print].
