How to unblock email attachments in Outlook 2007?

I am using Outlook 2007 with Vista. Outlook has blocked some attachments
like *.exe file from an old email that I received. Aside from asking the
sender to rename and resend the file, is there a more permanent way of
getting Outlook to unblock attachments that it deems as unsafe? I would like
to decide for myself.
