How to open e-mail with microsoft picture it express 9 attached

When I receive e-mail with Microsoft Picture It Express 9 attached. I can
not open the attachment. As one in question, it has a .eml extention. I
have the microsoft picture it express 9 program. Thanks

The eml extension is an email message.....can you open that within Outlook?

What exactly happens when you try? What happens if you save the attachment
to disk then try to open it?
