How do you add a file type to the explorer shortcut menu?

If you put your cursor in an open folder and right-click, then click the
"new" item in the shortcut menu, you're presented with a number of file
types you can create (e.g., Bitmap Image, Microsoft Word Document, etc.).
How can I add a new file type to this list?
