How do I set up recipient permissions in Outlook 2002?

I am using Outlook to access a POP3 account for my job's web-based email
service. I am able to send email to anyone at work, but not to anyone else.
None of my coworkers has this problem. I get an error message that says
something about the recipient is not on the approved list.

Any suggestions?
