How do I set up Outlook to get into newsgroups

I tried to gain access to the newsgroups for standard
hardware and multimedia, but was blocked out. I read on
to find out that I needed to setup Outlook to do so. The
instructions said to go to tools, accounts etc., but I
didn't see accounts there. I have Outlook 97.

I am trying to solve a grave problem that we are having
here where are phone service only rings 1/2 to 1 full ring
in all rooms in our home if the computer is connected to
the phone service. I have contacted U.S. Robotics (my
modem manufacturer) and was told to remove my modem and
download the latest driver to see if this would work, but
I had already done this. I did it again exactly by their
instructions and it still didn't work. I have sent them
another email, but there is no telling how long it will
take them to get back to me (the last message wasn't
answered for almost 2 weeks). My wife is having fits and
I am don't know where else to go for help.

My OS is Windows ME, and my modem is US Robotics V.92 Fax
Win Int USR5669B.

Any and all insight on this would be greatly appreciated.

OL97 is old stuff - I don't remember it well. However, Outlook does not read
news - it uses OE for that. Why not just configure OE with a news account -
use msnews.microsoft.com for the server name.

You cannot use Outlook to access newsgroup. You need to use Outlook Express
or another newsgroup reader.

Outlook is NOT a newsgroup reader. When you try to access newsgroups in
Outlook, Outlook Express (the newsgroup reader) will come up.
