How do I set up multi-level (3) page numbering?

I am in the process of re-writing my city's civil code using word. The
format of the code is, basically, TITLE, CHAPTER, and SECTIONS (each TITLE
within the code contains a number of CHAPTERS and each CHAPTER contains a
number of SECTIONS). For ease of up dating I'd like to paginate the code so
that in the TOC and in the FOOTER the page number is three (3) digits
seperated by dashes, i.e 10-3-15, representing the TITLE (10), the CHAPTER
(3), and the page number within the chapter (15). Using such a numbering
scheme, when changes are necessary, only the affected chapter (and/or pages),
the affected portion of the TOC, and affected portions of the INDEX would
have to be reprinted instead of the entire CODE. Is there a way to do this?

Word provides for only a single level of "chapter numbering" in page
numbers. Although you can improve on this by inserting StyleRef fields to
pick up paragraph numbers, these numbers will not appear in the TOC.
