Chapter numbering wrong in Table of Contents (TOC)

I have a document split into sections. The 1st section
has the title, copyright, table of contents pages. Each
section following the first section starts on an odd page
and is a unique chapter. I've set up hidden heading 1
style format to include the chapter number in the TOC.
When I generate the TOC it results in the first chapter
(which is the 2nd section in the doc) page as 2-1 instead
of 1-1. It looks like it's numbering from the first
section. Any thoughts, people?

Ok, solved my problem...I forgot to put a visible chapter
heading under the hidden first chapter. :)
