If you're just calling for the patch itself, you won't be charged.
The article says:

Note In special cases, charges that are ordinarily incurred for support
calls may be canceled if a Microsoft Support Professional determines that a
specific update will resolve your problem. The usual support costs will
apply to additional support questions and issues that do not qualify for the
specific update in question.
This means that you shouldn't be charged if you call to get the patch. The
reason it says this is to keep people from calling Product Support for a
patch but then trying to tack on a whole bunch of other support issues and
expecting those to be addressed (for free) as well.
So, while you may have to give your credit card number at first, the charge
should be waived.
