How can I permanently delete the email that is stored in my .pst file

I know that when you delete a .dbx file in Outlook Express to free up
space, the file reappears when you restart Outlook Express but the
email in the inbox is gone and permanently deleted which is good. Can
you do the same with Outlook 2007?

As with any version of Outlook you can delete your Outlook data file (PST
file). Just make sure you close it from your Outlook profile before you do
or that profile will become corrupt.
