How can I permanently delete the email that is stored in my .pst file

I know that when you delete a .dbx file in Outlook Express to free up
space, the file reappears when you restart Outlook Express but the
email in the inbox is gone and permanently deleted which is good. Can
you do the same with Outlook 2007?

No you can't.

About the best I can think of is to start Outlook 2007. Select the items
you want to delete and then do a shift + delete. This will cause the items
to bypass the deleted items folder in Outlook. Once done, compact the PST.
