hex editing default message text in IE 6.0

I placed a large number (>5,000) of pest site addresses in my HOSTS file to
block ads and other junk. Now I'd like to simplify the default error message
that IE 6.0 displays when it cannot access these sites. The default text
message is long, repetitive and unnecessary (see the bottom of my message),
and I'd like to replace it with something simple, such as 'No bums allowed!'
;-) with a hex editor. Which binary file should I 'operate' on? I couldn't
locate it on the disk (Win2K).

For those interested, I think I found the file, shdoclc.dll, which contains
this message, but the message is in an HTML table format, which is embedded
in a binary file with some Javascript, so maybe I should lay off and not
fiddle with it... (Shdoclc.dll (the Shell Document Object and Control
library) is a resource-only library that is used by Internet Explorer to
store localized items such as menus, dialog boxes, and strings.)

Has anybody tried to hack text messages displayed by IE 6.0?
