HelpCtr.exe failed to load

On Windows XP Pro system, when I run msinfo32.exe or
start/programs/accessories/system tools/system information,
or Helpctr.exe from any help menu,..

I get no display of the application to the screen.
Also when I start/Help and support,
I get no display to the screen.

When I bring task manager up during these activities,
I see helpctr.exe process starting, then terminating. Any
ideas?

To reinstall Help and Support: Go to
C:\Windows\inf\pchealth.inf. Right click and choose
install. Have your CD handy.

Note: The folder is hidden by default. Go to Start/Run
and type in: control folders. View: Show hidden files and
folders and uncheck Hide extensions for known file types

If it doesn't help go to Start/Run and type in: helpctr -
regserver
