Help and Support Center fails to start with F1 in XP Pro

The Help and Support Center fails to start with F1, fails
to start from Start|Help and Support

Fails to start with Run helpctr.exe

I have all the latest updates to XP.
I have checked the services list and have traced all the
dependencies and they all look OK

If I press f1 while monitoring "processes" in task manager
I notice that HelpCtr.exe appears in the list for a second
or two, then HelpSvc.exe appears for 30 seconds or so then
disappears.

ps.. the hour class displays briefly as though it were
trying to load but doesn't

If nothing helped under Help and Support and for helpctr.exe, we are
needing more information. In the meantime, if you haven't done so already,
run:

Help, CHM, HH Checker/Fixer (Line 141)
