HELP!! Outlook email notifiction question

How can I set Outlook 2003 to notify me of new e-mails even when Outlook is
not open? I realize that it notifies me when outlook is running/minimized,
but I am looking for notification when it is not running.

If you want Outlook to notify you of new messages, it needs to be running.
