help needed with outlook 2000 email

I cannot send or receive email on my outlook 2000 account. have used it for
years but now it is caput. error message reads:
A TCP/IP error occurred while trying to send data to the server. (Account:
‘pop.charter.net’, SMTP server: ‘smtp.charter.net’, Error Number: 0x800ccc13).
Help would be much appreciated. Thansk you. Orlando
