Help and Support won't load

I get the message "Windows cannot open Help and Support
because the system service is not running".
When I go to "Run/services.msc" and try to start the Help
and Support Service I get "Error 1083: The executable
program that this service is configured to run in does
not implement the service.
What has gone wrong and what is the fix?
