Help and Support will not work

My Help and Support button will not work. It performs an
error that says that the helpctr.exe file is not found.
when I go to the file where it is supposed to be and run
it I get the error that the service is not started. Then
I went to services.msc and started the service and
recieved the error "1083: the executable program that
this service is configured to run does not implement the
service" I cannot use my system restore to go back
because my Help and Support doesnt work. Can anyone help
me. Thanks.
