Having problem accessing group policy under XP.

Awhile ago I had moved my XP hard drive to a new motherboard platform. I
had to do a repair install to get XP to run on the new system. Everything
seems to work fine except group policy editor (gpedit.msc). Whenever I try
to access "Computer Configuration->Windows Settings->Local Policies->User
Rights Assigment", I get the following error dialog.

The Group Polisyc Security that apply to this machine could not be
determined. The error returned when trying to these settings from the local
security policy database (%windir%)\security\database\secedit.sdb) was: The
parameter is incorrect.

Can someone tell me if there is a way to fix this? I really need group
policy to work on this system.
 
Assuming you are running Windows XP Professional
