Local Group Policy question

I want to create a local group policy for one user using Windows XP..
Is this possible? I only want this user to access one program.

It might be possible with a lot of hacks, but if you just want to make a
real restricted account that can only use one program you might want to
look into this:
http://www.microsoft.com/windows/products/winfamily/sharedaccess/default.mspx
